Luos Noddegamra, the Elminster. A crazy but powerful magician with strange hobbies (like keeping giant cockroaches in the kitchen to defend it against the zombies in his dungeons) XD Luos has a major mind problem, for he likes to burst out in laughter or tears or might release his fury upon you, before returning to his constant calmness.

The markings on his face are scars, which reasoning deepens with the plot of the story.
