Lets say someone creates a community like this and allow members to upload their 100mb games, over time it would add up. Yes they may never allow it and if they did might not reach 2tb, but at least they know they can do it and have that option. Or an art forum allowing members to post their art...again same as above, but nice knowing they have that option. And I have plenty of servers to offer such a crazy amount of space. I've been off them for a few years, but they never used to offer any where near the amount of disk space, or even choices of forum software. No ads would be very attractive in the eyes of a potential user. I wonder though if you would be able to sustain your servers once the service becomes really popular.
