Sounds like internet lag to me. as for the boat. some of the water is protected around the spawn area so make sure you place it at the end of the dock. Have you recently tried to reset your router and modem? if not unplug them for 5-10min then plug them back in and wait about 1min. That might solve some of your connection problems.
