Ok apologies this is NOT the answer you were looking for.

But it is a half assed work around.

 

Why not just disable current random encounters.

 

Then make a load of events with say 20second/400 frame delays before they spawn an battle encounter?

They could be walk over switches. Or just timed switches.

Variables, or tile walk over counter (in the tile-set) activated.

 

Not what you're looking for but maybe some help?
